Some 300 kidnapped Serbians were taken with trucks from Kosovo
to several camps in Kukës and Tropojë (Albania) during the summer

ABSTRACT

The document explains how the policy of the USA Government forced me to interrupt the SIAM membership. It further shows and proves, by referring to the USA Government involvements in the destruction of SFR Yugoslavia, in the creation and delivering lies in order to demonize and occupy the Serbs and to destroy the Republic of Serbia, how the USA Governments have gradually become a leader of the world state terrorism. I did intend to continue my Society for Industrial and Mathematics (SIAM) membership [4]. The (as explained herein) official policy of the US Governments since 1991 related to Yugoslavia, to the Serbs and Serbia, which has been based on lies, propaganda and demonization continued with the unjustified bombings in order to grab and impose Shqiptar’s occupation of Kosovo and Metohiya, has obliged the Americans and institutions in USA, among which also the Society for Industrial and Applied Mathematics (SIAM), to treat officially [5] the province Kosovo and Metohiya of Serbia as an independent state.  This has forced me, fully contrary to my intention, to involuntarily interrupt my SIAM membership, of which I have been honored. If the US state authorities had been presenting the truth to the people of the USA, if the US state authorities had been respecting the law and the international obligations to fulfill their international and bilateral obligations and duties to respect the Constitution of Serbia then the people of the USA and the institutions in the USA, hence also SIAM, would have known and would have respected that Kosovo and Metohiya has been an inseparable part of Serbia.

The indispensible condition for democracy and human freedom is the truthful, relevant, and on time information delivered to the people. Otherwise, the Government manipulates the people, dictates to the people by gradually enslaving the people.

If you wish to better understand the reasons for this my involuntary decision and to verify the truth of my statements please continue reading.  Otherwise, I thank you for your attention to this first part of the letter that is open to public because everything mentioned herein has a public importance, and the US Government actions referred to in the sequel have been public.

4. My personal feelings for and the attitude to the Americans and United States of America

It is necessary to explain this because I am going to frankly, openly and briefly clarify as much as I can in a short letter why both the US Government official and the leading US media policy has been, speaking mildly, unacceptable as being enemy politics to the Serbs and Serbia since 1991, in my opinion and according to my knowledge, feelings, awareness and due to the consequences of their policy.

When Hitler attacked the Kingdom of Yugoslavia 1941 my further as reserve lieutenant of the King’s Yugoslav Army responded to the official mobilization. Nazi Army occupied the country and imprisoned him. Four and half years later the US General PATON’s Army liberated him. He was speaking to me about the courage of the American soldiers and their nobility. It created the basis of my love for the Americans and for the United States of America. This was further enforced by President TRUMAN’s help to the people of Yugoslavia after the War. As, I think, all people of Yugoslavia, doubtless the Serbs, I have cared the feeling of the Americans as courage and noble people and their country USA as the leaders of the free world, devoted to justice, equal human and national rights. The Americans and the Governments of the United States of America in my mind were uncontestable friends and allies to the Serbs and Serbia, and vice versa. The American people has been in my sole, in my heart and in my mind the permanent friend and ally to the Serbs, and vice versa.

Unfortunately, my full belief in the US Governments as friendly to the Serbs and Serbia has been destroyed due to the increasing, since 1991, US Government`s full ignorance of the Serb legitimate referendums in Croatia, Bosnia and Herzegovina, false statements about the Serbs and Serbia, the US Governments’ unbelievable demonization, unjustifiable sanctions and bombing the innocent people of Serbia and Montenegro, protection and support to ethnic cleansing of Serbs from Krayina (part of Croatia in which the Serbs were one of two constitutional peoples), false accusations against the Serbs for the killing innocent people at Sarayevo market Markale, false claim that the Serbs were trying to exterminate Muslims in Bosnia, the untruthful accusation of the Serbs for never happened genocide against Muslims in Srebrenitsa, the US support and protection of Shqiptars’ (Shqiptars in their own language called Albanians in the west countries) terrorist organization in their robbery of all Serb properties starting with the territory, history, culture up to religious ancient monasteries and religion at Kosovo and Metohiya by exterminating therein Serbs by all means including the trafficking organs of alive Serbs [3], [55], and for Shqiptars’ terrorism enforcing the re-establishment of the Hitler Nazi occupation of Kosovo and Metohiya.

Having been devoted to science since the end of my studies 1963, I have admired the USA for its appreciation of scientific research and recognition of the scientific progress importance for the humanity. I have been always thinking that the US scientists are among the leading world scientific explorers.  For these reasons I have been keen to cooperate with the US scientists, to participate at scientific conferences in USA, to publish papers in US scientific journals for which I have been proud. I was honored to be a visiting member of US universities and to be a member of US scientific societies (for details see: http://www.truth-science.info), to visit USA more than 35 times, to freely stay in the country and to travel throughout the country by plane or by driving a car (e.g., from New York to Los Angeles and back to Louisville, KY, 1978). I think I have gained good experience of the American people and the country, which just confirmed my love for them.

5. Your Governmental and media lies used to justify the unacceptable illegitimate policy  to Yugoslavia, terrorist attitude, actions with the enemy character relative to the Serbs and the Republic of Serbia and the trials to stop them

The ex-Socialist Federal Republic of Yugoslavia (SFRY) was a peaceful country. Its National Army was pacific. They were not a threat to any country or to any people including the USA and the Americans.

The Constitution of SFRY and the country SFRY itself were based on the following two principle people’s rights as stated at the beginning of its first sentence [6], [7: p. 13]:

“The peoples of Yugoslavia, proceeding from the right of every people to self-determination, including the right of secession, on the basis of their will”…..”united in a federal republic of free and equal peoples and nationalities”….” The Socialist Federal Republic of Yugoslavia”
(The Serb and Croat word “narod” meaning people was translated as “nation” in [7]).

The SFRY Constitution did not anywhere in itself give such rights to Yugoslav republics. It was impossible.  Yugoslav republics did not create SFRY. Yugoslav peoples created Yugoslavia.  Yugoslavia was first created and only afterwards the republics appeared in Yugoslavia. The constitution gave a status of state to Yugoslav republics analogous to the status of state of the USA states that do not have a constitutional right for their secession. Besides, when an attitude, a statement, of an act, which is valid for the Constitution of SFRY, is the key stone of the act then all other statements in the act should be in the agreement with the constitutional attitude, with the constitutional statements; otherwise such an opposite statement is invalid and null.

The truth, the fact, is that the Territorial Defense of S R Slovenia, which officially was a part of the legitimate forces of SFRY and was obliged to respect the Constitution and the federal People’s Army, started the civil war by attacking the legitimate Yugoslav People’s Army 1991. It was the introduction to the illegitimate [6], [7] demand of Yugoslav Socialist Republics of Slovenia and of Croatia for their secession from SFRY. While the Slovenians constituted about (maybe more than)  90% of the population of Slovenia, they, as the people of SFRY, had the constitutional right for the secession as cited above [6], [7]. However,  neither S R Croatia, which had two constitutional peoples: Croats and Serbs, nor S R Bosnia and Herzegovina, which had even three constitutional peoples: Croats, Muslims (who later changed the name to Boshnjak) and Serbs, did not have that right as explained above [6], [7].

In spite of the Constitution of SFRY [6], [7], the USA Presidents George BUSH (shortly followed by USA president William CLINTON) supported the engagement of the F R Germany Government [8], [9] to anti-constitutionally and forcefully destroy SFRY.  It was the first F R Germany international engagement after its unification. I kindly, but unfortunately unsuccessfully, asked on July 6, 1991 [10] and June 16, 1992 [11], the US Government to support the peaceful, constitutional and lawful procedure to resolve the political problems in SFRY.

Since then, the US Government has decidedly followed the campaign of the F R Germany Government started 1991(or earlier) against the Serbs and Serbia by falsely accusing the Serbs and Serbia as the aggressor.  Was it a F R Germany revenge to the Serbs for their uprising led by King`s Yugoslav Army colonel Drazha Mihailovitch (who during the War became General) against Hitler’s occupation (see: https://www.youtube.com/watch?v=Y5CXope9ncI), which was followed by the partisan`s resistance (more than 80 % of them were Serbs) organized and led by Josip Broz Tito (who later became honored the status of Marshal)?

Was it a German trap to the USA, as well as to Great Britain and France, to support the illegitimate secessions of S R Croatia and S R Bosnia and Herzegovina and to accuse the Serbs for the aggression when they started to defend their homes, properties and liberty? Was it an influence of Germans who moved after the II World War to the USA and became its citizens after claiming that they were faithfully working for Hitler only in order to prevent German communists to take power in Germany? Some of them had the great influence in the USA (e.g. Werner von Braun, the famous constructor of V1 and V2 used by Hitler since 1938 in his bombing efforts to destroy Great Britain)? I do not know, but it is now obvious that F R Germany has succeeded to transform, the former traditionally allied Governments to the Serbs, the Governments of USA, Great Britain and France, to the enemy governments against the Serbs.

At that time I discovered the false statement in Webster’s New World Encyclopedia [12] that Kosovo (and Metohiya that was ignored therein ) and Vojvodina [Voyvodina] were constituent republics of Yugoslavia in spite they have not ever been republics but autonomous provinces as parts of S R Serbia [6] and [7: Articles 3 and 4, p. 28]. This illustrates the well prepared Western plan to destroy Serbia.

The F R Germany Government forced the Governments of USA, Great Britain and France to accept the unconstitutional secessions of SR Croatia by ignoring the result of the constitutional referendum of Serbs in S R Croatia. This forced Serbs, who never could forget the Croatian torture in their Nazi Independent Croatian State (ICS), or officially called in Croatia “Nezavisna Hrvatska Država” (NDH) in Serb language,  which was fully supported and protected by Hitler since 1941 to the end of the II World War. The Serbs could not forget the unbelievable atrocities of the NDH in its concentration camps, the most severe (unfortunately not less severe than Auschwitz, Buchenwald or Dachau) and the largest of which was Jasenovac [Yasenovats].

The Serbs were forced 1991 to organize their defense.  The FR Germany, US, Great Britain and French Governments specified unjustifiably Serbs as the aggressor to be punished.

The children are not responsible for the sins of their parents. However, when the children repeat consciously the well known their parental sin then their own sin is even stronger than that of their parents. This has been happening in Croatia since 1989.

The Government of the Socialist Republic of Croatia changing the Constitution annulled the Serb status of the constitutive people in the, so established new, Republic of Croatia proclaimed, by the former Tito’s communist general Franjo TUDŽMAN, democratic country. The annulment of the Serb status, which was indispensible 1945 to Croats in order to avoid the punishment for their crimes in their Nazi Independent Croatian State (ICS) against the Serbs (80%, i.e. 800,000 victims), Jews and Roms (together about 200,000 victims) killed in Yasenovats, was not the only action of the new Croatian democracy.  Another one is the ethnic cleansing 300,000 Serbs from Croatia in two/three days and nights started on August 5, 1995. The West countries’ Governments and media, led by F R Germany Government, and unbelievably, by the Governments of the traditionally allied countries, US, Great Britain and French Government, followed by their media, supported, admired and congratulated the Croatian people and Government for that action. Some US allegedly retired generals participated in the organization and realization of that action of the new Croatian democracy and care for the human and national rights. Doing that, the Croats repeated the sin of their parents against the Serbs.

The honest man does not hide the past or history. He cares and respects them. The thief, the liar, the bully, endeavors to hide his past or history. The criminal forbids to other people to speak about, to mention, and even to think of, the past and history in order to hide his own.  The criminal hates his alive victims and witnesses of his criminal actions. This is the root of the Croatian hate of the Serbs, in my opinion.

The same repeated in Bosnia and Herzegovina.  Muslims killed the father of the groom at the Serb marriage in Sarayevo – the capital of Bosnia and Herzegovina, the beginning of 1992. Almost simultaneously, the joint Croatian and Muslim paramilitary units burnt down the Serb Village Sjekovac [Syekovats] in Bosnia. It was the beginning of the war in Bosnia and Herzegovina. Then, the US Government became the leader of the false accusation against Serbs as the aggressor also in Bosnia and Herzegovina.

The US Government imposed to F R Yugoslavia (R Serbia and R Montenegro) the exhaustive seven years long, fully unjustifiable, stringent sanctions, wrongly and falsely accusing the Serbs as the aggressor.  I took the freedom to impose several questions to the US authorities about the unequal criteria and attitude to the Serbs relative to other Yugoslav peoples [13]-[16]. In spite of that and in spite of the appeal of August 30, 1993 [17], [18], the US Government continued to be the leader of the sanctions against the innocent people of Serbia and Montenegro.  It is now clear what the US Government goal was: to destroy their economy, their patriotic moral, to exhaust the people so to be unable to organize itself and its army for its justified defense.

To illustrate the widely spread Nazi spirit of the sanctions against the Serbs let be mentioned that the American Editor-in-chief of a scientific journal rejected the paper submitted to the journal only because its author was from Serbia (in spite he lived in France) [19]. Fortunately, after the author`s warning to the President of the publishing house, they informed the Editor-in-chief and the author that papers from Serbia and Montenegro that satisfy the journal standards can be accepted.  This illustrates also the deep disagreement of the attitudes of some Americans holding the leadership positions and other Americans faithful to the high American human and noble nationally unbiased criteria.

President Slobodan MILOSEVIC [MILOSHEVITCH] of F R Y proposed to the National Assembly to declare referendum on the question whether foreign politicians should intervene in the internal affairs of Serbia. The Assembly accepted. President MILOSHEVITCH demanded people’s vote to be NO.  The people accepted with the large majority of about 65% to vote NO, March 1998. In spite of the result of the referendum, President MILOSHEVITCH accepted the intervention by Mr. HOLBROOKE to sign an agreement for the F R Y heavy military forces to leave Kosovo and Metohiya. Doing that President MILOSHEVITCH in fact betrayed the people because it was against the result of the referendum.  The agreement was the basis for the official settlement between the FRY Government and OEBS on the creation of the Verification Commission in Kosovo and Metohiya, mid October 1998. In that way the US Government enabled Shqiptar’s terrorists to enforce their crimes against the Serbs.  Since then up to the end of 1998 the Shqiptar’s terrorists executed 339 offensive attacks and military provocations in which they killed 11 members of FRY Ministry for Internal Affairs, 38 were wounded, and Shqiptar’s terrorists kidnapped three policemen. The US state authorities declared that the legitimate reactions of the FRY state legal police were terroristic acts against Shqiptars (see: https://www.youtube.com/watch?v=BiLCBawDK_Q)!

In order to punish Serbs and Serbia, Hitler grabbed Kosovo and Metohiya from Serbia, established the Nazi Shqiptar’s occupation of it, and supported Shqiptar’s terror against the Serb throughout the II World War.

After the II World War Yugoslav Government was trying to eliminate Nazi Shqiptar’s terror but did not succeed completely. Shqiptars were committing various crimes occasionally. Shqiptar’s terrorists committed 1845 military attacks against the members and goods of the Ministry of Internal Affairs of Serbia (MIAS), against the people and their properties in the period 1995-1998. Then they killed 122 policemen and 242 civil persons at Kosovo and Metohiya among whom 97 Shqiptars who refused to cooperate with them. Simultaneously, Shqiptar’s terrorists wounded 605 persons, among whom 426 members of MIAS and 179 civil people. Albania was supplying Shqiptar’s terrorists with weapon.  There were 176 incidents on the frontier excited by Shqiptars from Shqiptaria called Albania in the West.  Police of R Serbia confiscated from defeated Shqiptar’s terrorists 8,894 automatic guns and pistols, 29 fieldpieces, 276 mortars, and 15 rocket mortars “ambrust” of the German production, tones and tones of explosive means, 124,598 bullets of various producers, huge quantity of military equipment, uniforms, medical apparatus and stuff, special means for observation and 21 radio station, all in the period January 1 – October 31, 1998. After defeating a part of Shqiptar’s terrorist groups and the establishment of local self-defense units of Shqiptars themselves, in particular in villages of Metohiya, Shqiptars, who were returning to their homes, also submitted to the members of MIAS a big quantity of arms obtained under pressure by “commanders” of the terrorist organization called “Kosovo Liberation Army (KLA)”. Liberation of whom? The immigrants, who had all equal rights as all other citizens of Serbia and Yugoslavia, demanded “liberation”!

Imagine that some, or even all , ethnic groups in the USA demand “liberation” from the USA and organize the national terrorist military forces, e.g., “Afghanistan Liberation Army “, “African-American Liberation Army, “Bulgaria Liberation Army”, “Chinese Liberation Army”, …, “Iran Liberation Army”, …, “Iraq Liberation Army”,…., “Vietnam Liberation Army”? What would do the US Government, Federal Police and Army”. Their reaction would certainly be much tougher than that of the Serbia’s. I have not mentioned the American Indians. They are not immigrants to the USA. They had settled, even if they were not the indigenous people of America, several millennia before Christopher Columbus 1492. Why they cannot travel out of America and return to it without the USA passport? Why they may not establish their own independent state in their country?  What human rights they have?  May they freely live according their customs, tradition and heritage anywhere in the USA? May they freely move and/or travel anywhere in the USA? Has the USA apologized officially to them for the crimes the European settlers committed to their ancestors? I would like to know the responses.

The increasing Albanian atrocities against Serbs forced us to write a new appeal to President CLINTON to interrupt protecting the Albanian enforced torture of Serbs (March 12, 1998): (see: https://www.youtube.com/watch?v=Sbhgj55JqSA) rather than to ignore the human rights of Serbs in Kosovo and Metohiya [20].

Lies about the Serbs and Serbia, originated from F R Germany and accepted by the Governments of USA, Great Britain and France became a strong propaganda against the Serbs and Serbia. In order to warn these Governments, six persons kindly asked them to respect the facts and they continued with the appeal to these Governments to inform their peoples truthfully about the situation in Serbia; to stop the propaganda, military actions and sanctions against the Serbs and Serbia in order to enable Serbia to resolve peacefully the problems [21].

President CLINTON has become the leader of the propaganda based on lies about the Serbs and Serbia spreading it to their demonization.  He accused Serbs , January 16, 1999, for alegged masacre of 45 unarmed Shqiptars in the village Rachak, which was falsely announced by US clerk Mr. VOKER. It is now well known that such massacre has never happened [22].

It forced me to write to him, (I had been kindly asking him before to appreciate the truth about the Serbs and Serbia [14] – [17]), again asking him to stop lying the Americans and the whole world about the Serbs and Serbia as he lied the US Court under the double oath (the Presidential oath and the juridical oath in the Court) [23]. I sent the letter also to the US Senate [24] and Congress [25].  Unfortunately, President CLINTON was continuing to enforce his unjustifiable propaganda against, and demonization of, the Serbs and Serbia.  He succeeded to convince the US senators, for example Senator Larry CRAIG. I asked Senator CRAIG why he was for bombing Serbia – its innocent people [26].

Minister for Defense of F R Germany Rudolf Scharping announced via TV that Serbs police committed a brutal crime in the village Rugova on January 29, 1999, by killing innocent unarmed Shqiptars.  German policeman Hening Hensch, who was in Rugova at that time,             discovered later that the information by Minister Scharping was                 complete lie: https://www.youtube.com/watch?v=D2qB6P0_ryA&feature=player_embedded

The first victim of the NATO bombing, which really was led by President CLINTON, was two years old child, Militsa RAKITCH when she was in the bathroom [27]:

The US Government considered her and all other innocent victims of the NATO bombing as the collateral victims!

The increasing US and NATO propaganda against, and demonization of, the Serbs and   Serbia were exceeding the Hitler propaganda strength.

prove that US Government treated the legitimate actions of the police of Serbia against the increasing Shqiptar’s terrorism against Serbs as the terrorism against the Shqiptars;  that US Government and NATO decided to attack by bombing the sovereign country that was not threat to anybody and to do that without UN Security Council permission, that they adopted the role of the world Lord.  The algorithm is well known one used by gangsters:  promise all support to a group of people (Shqiptars’ terrorists led by Hashim Thachi in this case) to attack another group of people (Serbs in this case) in order to provoke the reaction of the latter who will be then accused and punished by the protector (US Government and NATO in this case).  The US Government and NATO became the evaluator, the inspector, the informer, the judge and the executor. All illegitimate.  Besides, the above US videos illustrate how strong was President CLINTON’s and NATO propaganda. The following Czech video is far more objective:

The consequence was the beginning of 78 days and nights long fully unjustifiable NATO bombing aggression on Serbia and Montenegro – on their innocent peaceful people:

The US Government actions forced four persons (two of whom are US citizens) to ask President CLINTON to stop the aggression and presented the facts proving the false President CLINTON’s and NATO’s argumentation [28].

I tried to explain in [29] to US Senator SHELBY that the leading governing statesmen have largely gone out of the civilized behavior during the preceding week.

The continuation of the NATO aggression forced me to try making the US authorities aware of how wrong they were and of their and NATO faults.  A new petition was sent to Presidents CLINTON and CHIRAC, Prime Ministers BLAIR and JOSPIN of USA and France, to the Secretaries  ALBRIGHT and SOLANA of USA and NATO,  to SENATE and CONGRESS of USA,  Parliaments of FRANCE and GREAT BRITAIN, and to NATO HEADQUARTERS [30]. Forty one persons signed the petition. They expressed their awareness of the lies about the Serbs and of the false accusation of SERBS by US Government and NATO, confirmed that the people of Serbia and Montenegro did not attack another people or country, and demanded them to halt immediately bombing people of Serbia and Montenegro.

The bombing continued.

President CLINTON was repeating that the bombing of FRY – Serbia and Montenegro was aimed to force President MILOSHEVITCH of FR Yugoslavia to resign and to destroy Yugoslav army. This pressed twenty eight persons to sign the letter [31]. They presented the facts proving the criminal sense of the NATO bombing Serbia and Montenegro, invited President CLINTON to visit Serbia and Montenegro and proposed a fair pacific solution of the situation.

The bombing continued.

Mr. Nick KATICH, once proud American Lawyer, wrote a public email stating that the US  and NATO bombing Serbia and Montenegro was against  the USA Constitution. Replying to his email I agreed with him that President CLINTON destroyed the US juridical system and the belief of the free democratic world in the USA Government [32].  Mr. KATICH showed in his email, presented also in [30], that the Americans care the truth and justice, that they are courageous to disagree publicly with the US Government when they discover the truth about the US Government official actions against the USA Constitution.

The bombing continued.

The US Senator Paul David WELLSTONE expressed publicly his suffer for Albanian refugees based on the report by US Senator INHOFE to the Senate.  He did not mention that NATO bombing caused the Shqiptar’s exodus that started only on the third day of NATO bombing. This provoked me to write to Senator WELLSTONE asking him why he neglected completely the causalities of the people of Serbia and Montenegro.  This initiated our correspondence [33] in which I presented detailed proofs of the Serb hospitality to Shqiptar`s immigrants to Serbia giving them all human, social, political, educational and cultural rights and status not less, but mostly bigger, than the status of immigrants in any other country. illustrate the Shqiptar`s rights and privileges, their atrocities, torture, terror, crimes against Serbs on Kosovo and Metohiya. Furthermore, I explained to him that he was completely misinformed about the real situation on Kosovo and Metohiya, and emphasized that he was falsely informed by US clerk Mr. VOKER and/or by President CLINTON about bodies of 45 Shqiptars at Rachak, Serbia – Kosovo and Metohiya. The Serbs did not kill civil people or war prisoners in Rachak, which is now well known [22].  Senator WELLSTONE supported the mass massacre of Serbs! Furthermore, the email contained the uncontested proofs of the Shqiptar’s crimes against Serbs and consequently the criminal character of the US led NATO bombing the people of Serbia and Montenegro.

After receiving information that Mr. Norman D. AITKEN, Deputy Provost of the Amherst Campus announced to the students on their military mobilization:

“Subject:  Campus policy on undergraduate students called to active military duty

A number of students who are members of military reserve units have been given notice that they are about to be called to active duty. Their instructions for departure may give them only a few days, or even a few hours,”…..

I explained in [34] to Deputy Provost AITKEN that I was firmly against the student’s military  mobilization, that NATO had broken its own Statute, the Chapter of the United Nations, the Vienna Convention, the Danube Convention and the international law at all; that NATO had destroyed the freedom for truthful information, the right on peace, the right on liberty; that NATO had been committing an unbelievable crime against the innocent people of Serbia and Montenegro; that NATO had been exploiting, using, usurping, the unhappiness of Albanian refugees, whose exodus started only on the third day of NATO bombing, in order to justify its aggression continuation.

The bombing continued.

The US Senator John EDWARDS claimed in [35] that Slobodan MILOSHEVITCH and Serb Army massacred thousands of innocent civilians in an effort to “ethnically cleanse” Kosovo, and that they committed war crimes and crimes against humanity.  In the correspondence [35] with Senator EDWARDS, I asked him:

• If there were the proofs that Mr. MILOSHEVITCH had been responsible for the war in Yugoslavia, why he had not been accused earlier, why the USA Government was supporting him as “the key person to guarantee the peace on Balkan Peninsula”?
• Under the assumption that Mr. MILOSHEVITCH shares the legitimate responsibility, why those Yugoslav and non-Yugoslav state persons who were at least equally or more responsible than he for the war in Yugoslavia had not been accused by the International Tribunal until then (up today, I see now)?
• Why those Occidental state persons and army leaders who had been evidently responsible for the exodus of Albanian people, which had not existed before the bombing and which was a consequence of the NATO bombing, were not accused by the International Tribunal until then (up today, I see now)?

I repeated that there was not any truthful, legal, legitimate, moral or human justification for the NATO aggression on Serbia and Montenegro – on their people!

The bombing continued until June 9, 1999, when the representatives of the FR Y Army signed the anti-constitutional Kumanovo agreement that was the basis for the UN SC Resolution 1244 of June 10, 1999 [36]. The Constitutional Court of FRY rejected to consider constitutionality of the Kumanovo agreement by explaining that the state FRY and country were under threat of the continuing bombing, much more effective that intended to completely destroy and burn down the whole Serbia [37].  It was essentially a blackmail of the NATO and Russia representatives.  Is the agreement signed in such circumstances, under such threat and blackmail, valid? I think it is worthless, but it is protected by the military power of the aggressor.

6. After the end of the USA led NATO bombing Serbia and Montenegro 1999: Support to, and protection of Shqiptars ethnic cleansing, terrorism and atrocities towards the re-establishment of Nazi Shqiptars’ occupation of Serbs, Kosovo and Metohiya

Serb Patriarch Kyr PAVLE sent (August 26, 1999) the message on the destruction of the Serb orthodox churches and monasteries in Kosovo and Metohiya, which I forwarded to President CLINTON by asking him:

“Kosovo and Metohiya have been occupied also by USA troops together with other NATO troops, supervisors, officers, generals, agents, experts and politicians. How is it possible that now, when they all are therein, you and they cannot discover who has been continuing and enforcing atrocities in Kosovo and Metohiya? Why do you, the USA Government and NATO countries continue to hide even to protect/support those who have been committing the atrocities and ethnic cleansing?” [38]

The letter by twelve persons to US Lieutenant General Michael C SHORT expressed the sympathy for his son forced by US Government to bomb Serbia in order to kill its innocent people [39].  In this regard see also the letter to the US Honorable General Henry SHELTON [40].

USA – NATO bombing pollution caused that young mothers were losing their babies during the pregnancy [41].

On the propaganda against the Serbs at Florida State University see [42].

By responding to the article by US Senator Kay Bailey HUTCHISON copied in [43] I posed her several questions provoked by her text, and continued by presenting her the uncontestable facts discovering the truth on all falsely accusations against the Serbs and Serbia, such as who was the real aggressor, who started the war in Croatia and Bosnia, on the false President CLINTON’ claim that Serbs committed massacre of Muslims in Srebrenitsa, at Markale; the truth on the real status of Shqiptars (called Albanians) in Serbia – in Kosovo and Metohiya, and the facts on their crimes against Serbs therein.

In his text “The search for mass graves” copied in [44] R. K. KENT, Professor Emeritus of History, University of California at Berkeley, analyzed the claims (by President CLINTON and other US Government members) that there were mass graves of Shqiptars who were victims of Serb atrocities. He explained that the people is very sensitive to such claims and that the claims were false.  At the end he wrote:

“The “air war” over Serbia and Kosovo lasted 78 days of relentless strikes with bombs and missiles. It was completely out proportion against the alleged “sins” of the Serbs, The term “air war” is neo-Orwellian.  It was hardly a war between two opposing (air) forces. It posed no risks to pilots flying at high attitude and not a single NATO pilot was lost in aerial combat or to ground fire (one was picked-up by air rescue). In striking contrast, thousand of banned cluster bombs were dropped in Serbia and Kosovo. In addition to depleted uranium (mutant and unknown limits), graphite was spread around, entering into sweet water ducts. Electrical generators were destroyed along with a major, American-built, petro-chemical complex, releasing huge amounts of different toxins into the soil water and air. A major Serb city (Pancevo) had to be evacuated. Potential parents were urged not to conceive children until scientific research could evaluate the mutant risks. Schools,, hospitals, factories without any military links, apartment buildings, homes, Orthodox Churches and a Synagogue (at Nis) were damaged or destroyed along with bridges, flyovers [cloverleaves], roads, radio and TV stations, even the Chinese Embassy in Belgrade. Some two-hundred thousand Serb civilians, including children, were killed (three times the casualties from K. L. A. guns) with three times as many wounded, more or less seriously. Over 600,000 Serbs, with dependents, were left without jobs. This was happening in a Serbia already harboring almost a million refugees “ethnic” victims of “cleansing” from other parts of what once was Federal Yugoslavia.

With all of this in background and leaving the post “air-war” evolution of Kosovo aside, our self-styled successors of Niccolo Machiavelliare still searching for “mass graves” in ex-Yugoslavia, still affectionately “punishing the Serbs” while tinkering with Mankind for its own Good“

In my letter, related to the text by Professor KENT and the US state authorities’repeated claims on the existence of mass graves full of Shqiptar’s massacred bodies by Serbs in Serbia I asked President CLINTON, when he visited Kosovo why he did not then show a mass grave? He was not able to show anyone because the mass graves for which he a priory had accused Serbs did not exist.

The Governments of USA, Great Britain, France, European Union, NATO, KFOR, UNMIK and EULEX have been enhancing their support to, and protection of, Shqiptars’ terrorism, atrocities and crimes against Serbs, and have been accepting Shqiptars’ ethnic cleansing of Serbs from Kosovo and Metohiya. They continued to ignore the UN and to annul the following clearly stated demands of the UN SC Resolution 1244 [36]:

The Security Council,

Determined to resolve the grave humanitarian situation in Kosovo, Federal Republic of Yugoslavia, and to provide for the safe and free return of all refugees and displaced persons to their homes,

Condemning all acts of violence against the Kosovo population as well as all terrorist acts by any party,

Recalling the statement made by the Secretary-General on 9 April 1999, expressing concern at the humanitarian tragedy taking place in Kosovo,

Reaffirming the right of all refugees and displaced persons to return to their homes in safety,

Reaffirming the commitment of all Member States to the sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other States of the region, as set out in the Helsinki Final Act and annex 2,

Reaffirming the call in previous resolutions for substantial autonomy and meaningful self-administration for Kosovo,

Determining that the situation in the region continues to constitute a threat to international peace and security,

1. Decides that a political solution to the Kosovo crisis shall be based on the general principles in annex 1 and as further elaborated in the principles and other required elements in annex 2;
2. Confirms that after the withdrawal an agreed number of Yugoslav* and Serb military and police personnel will be permitted to return to Kosovo to perform the functions in accordance to Annex 2:
3. Decides that the responsibilities of the international security presence to be deployed and acting in Kosovo will include:

• Deterring renewed hostilities, maintaining and where necessary enforcing a ceasefire, and ensuring the withdrawal and preventing the return into Kosovo of Federal and Republic military, police and paramilitary forces, except as provided in point 6 of annex 2;
• Demilitarizing the Kosovo Liberation Army (KLA) and other armed Kosovo Albanian groups as required in paragraph 15 below;
• Establishing a secure environment in which refugees and displaced persons can return home in safety, the international civil presence can operate, a transitional administration can be established, and humanitarian aid can be delivered;
• Ensuring public safety and order until the international civil presence can take responsibility for this task;

4. Authorizes the Secretary-General, with the assistance of relevant international organizations, to establish an international civil presence in Kosovo in order to provide an interim administration for Kosovo under which the people of Kosovo can enjoy substantial autonomy within the Federal Republic of Yugoslavia, and which will provide transitional administration while establishing and overseeing the development of provisional democratic self-governing institutions to ensure conditions for a peaceful and normal life for all inhabitants of Kosovo;

5. Decides that the main responsibilities of the international civil presence will include:

• Protecting and promoting human rights;
• Assuring the safe and unimpeded return of all refugees and displaced persons to their homes in Kosovo;

Annex 1

The G-8 Foreign Ministers adopted the following general principles on the political solution to the Kosovo crisis:

– Immediate and verifiable end of violence and repression in Kosovo;
– Establishment of an interim administration for Kosovo to be decided by the Security Council of the United Nations to ensure conditions for a peaceful and normal life for all inhabitants in Kosovo;
– The safe and free return of all refugees and displaced persons and unimpeded access to Kosovo by humanitarian aid organizations;
– A political process towards the establishment of an interim political framework agreement providing for a substantial self-government for Kosovo, taking full account of …… the principles of sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other countries of the region, and the demilitarization of the KLA;

Annex 2

Agreement should be reached on the following principles to move towards a resolution of the Kosovo crisis:

1. An immediate and verifiable end of violence and repression in Kosovo.
2. Verifiable withdrawal from Kosovo of all military, police and paramilitary forces according to a rapid timetable.
3. Deployment in Kosovo under United Nations auspices of effective international civil and security presences, acting as may be decided under Chapter VII of the Charter, capable of guaranteeing the achievement of common objectives.
4. The international security presence with substantial North Atlantic Treaty Organization participation must be deployed under unified command and control and authorized to establish a safe environment for all people in Kosovo and to facilitate the safe return to their homes of all displaced persons and refugees.
5. Establishment of an interim administration for Kosovo as a part of the international civil presence under which the people of Kosovo can enjoy substantial autonomy within the Federal Republic of Yugoslavia, to be decided by the Security Council of the United Nations. The interim administration to provide transitional administration while establishing and overseeing the development of provisional democratic self-governing institutions to ensure conditions for a peaceful and normal life for all inhabitants in Kosovo.
6. After withdrawal, an agreed number of Yugoslav and Serbian personnel will be permitted to return to perform the following functions:

– Liaison with the international civil mission and the international security presence;
– Marking/clearing minefields;
– Maintaining a presence at Serb patrimonial sites;
– Maintaining a presence at key border crossings.

7. Safe and free return of all refugees and displaced persons under the supervision of the Office of the United Nations High Commissioner for Refugees and unimpeded access to Kosovo by humanitarian aid organizations.
8. A political process towards the establishment of an interim political framework agreement providing for substantial self-government for Kosovo, taking full account of …. and the principles of sovereignty and territorial integrity of the Federal Republic of Yugoslavia and the other countries of the region, and the demilitarization of UCK. Negotiations between the parties for a settlement should not delay or disrupt the establishment of democratic self-governing institutions.

* The Republic of Serbia has been the legal and legitimate successor of the Federal Republic of Yugoslavia (FRY) after the secession of Montenegro from FRY.  The Republic of Serbia has assumed all obligations and rights of the Federal Republic of Yugoslavia.

The fact that the US President was intervening in the internal affairs in Serbia and the strongly enemy behavior of President CLINTON and his US Government relative to the Serbs, which was not weaker than Nazi Hitler’s, that they continued Hitler’s grabbing Serb Kosovo and Metohiya from the Serbs and Serbia, created in me a feeling that it is reasonable for me to express my attitude on who should be elected for the next US President.  I did it in my joint letter to President CLINTON, US State Department and the Congress [45]. If I had gotten a chance to vote I would have voted for the Presidential candidate who had been and who would have stayed verbally and actively, formally and essentially, who would have been faithful and decided, antifascist, anti-Nazi.

The international forces UNMIK, KFOR and EULEKS either were from the beginning unable to perform their duties or they intentionally were supporting Shqiptars’ terrorists’ crimes of kidnapping children [46] (Maybe for trafficking their organs [3], [55]?).

By supporting the Shqiptars’ terrorists the US Governments were betraying the US courageous and noble WW II soldiers [47].

Three hundred thirty persons signed the “Request for Honest Equal Rights Solution” (with 15 appendices) to President BUSH, US House of Representatives, US Senate and to the leading state persons and state institutions of UN, UK, France, EU, Russia, Germany and China [48]. They ignored the proposed fair legitimate solution.

The US Government’s, NATO’s,  GB Government’s, French Government’s and  EU’s  actions against the UN Charter, UN SC Resolution 1244, the international law and the Constitution of R Serbia resulted in the new Shqiptar’s massive mass criminal escalation called “POGROM”, March 17-19, 2004 [49].

The escalation of the Shqiptars’ Nazi torture by taking the character of a genocide against the Serbs on Kosovo and Metohiya forced five hundred eighty four persons to quickly react by submitting the act “We are Ashamed, We Protest and Request” to Queen Elizabeth II and to the Heads of EU, UN, US, Spain, France, Italy, China, Russia, Germany and to their highest governing institutions [50].  They ignored all proposed measures for the interruption of the Shqiptars’ atrocities, torture, and crimes.

Seven hundred eighty three signatories of [52] expressed that they were ashamed for the lies about the Serbs and Serbia, for the ignorance of the human rights of the Serbs, for the use of the lies to justify unjustifiable terror against the Serbs, for granting the support and protection to the re-established Hitler-Mussolini protected Albanian fascism against the Serbs in their own country, for seizing the Serb ancestral land Kosovo an Metohiya from the Republic of Serbia against the results of the II WW, against the UN Charter, the international law, the UN Resolution 1244, and against the Constitution of R Serbia, for the occidental Governments humiliation the well known hospitable international solidarity and antifascist devotion of R Serbia and the Serbs. The signatories protested against such treason of the noble and brave warriors of their countries who had devoted their lives to liberate the whole World from Hitler Nazism, and against such treason of the allied Serb warriors who fought to liberate Kosovo and Metohiya from the fascist Great Albania occupation 1941 – 1945, against such annulations of the results of the First and Second World War, against such loss of the human, democratic and free world leadership of their countries. Furthermore, the signatories repeated the demands of [50] and simultaneously signed [50]. They demanded of the United Nations to accept, support and enable the effective achievement of the following:

1. The full protection of all rights of the co-founder and member of UN – the Republic of Serbia,
2. The urgent annulations of the illegitimately proclaimed Albanian “State of Kosova” in the South-Western part of R Serbia – Kosovo and Metohiya,
3. The continuous respect and recognition of the full sovereignty of the Republic of Serbia over its whole territory that includes Kosovo and Metohiya.

Nothing improved. Worse. Everything became worse in Kosovo and Metohiya. I hoped your, your Excellency President OBAMA, CHANGE proclaimed by yourself, will be the fair change in the US internal and external policy. Therefore I wrote to you in [53]:

A change by itself does not mean better, does not guarantee improvement by itself.

Your blood is fully antiracist. For me this means that your nature is antifascist.

The USA Governments started many wars during last two decades on behalf of human rights and freedom. However, the USA Governments have not yet undertaken the crucial antiracist process in the USA. This will be done then when the American Americans so called American Indians by immigrants, who are the autochthon American people, get the possibility to decide by their free referendum whether they wish to be citizens of the United States of America or they prefer to establish their own free state in their ancestor land. After such referendum the USA will be liberated of the great genocidal sin and will deserve the complete moral right to engage itself for the realization of the human rights and freedom abroad, I hope, by pacific means. If your CHANGE incorporates the libration in the above sense of the autochthon American people, the real name in their language I do not know, who are called American Indians by all immigrants to America and around the World, then it will your greatest success in my opinion for the goodness of both, them and the USA citizens.

I wish you the full success in your presidential leadership for the goodness of all peoples in America, as well as for the goodness of all antifascist people and peoples around the World.

Why have the USA Governments been betraying their own brave and honest people by creating the lies about the Serbs, Republic Srpska and Republic of Serbia and worldwide forcing their spreading? 

Instead of asking you these questions, since you have not created such U. S. A. politics, I wish to kindly ask you for favor: 

Please, order as the Commander in Chief of the USA Army the peaceful return of all USA military troops and weapon from Kosovo and Metohiya and close the illegally built USA military base Bondsteel before coming Christmas.  I think, this will be your necessary contribution to rebuilding both the USA prestige and moral authority as a fair leader of the free World and the USA economye.

The USA Government, together with the Governments of Great Britain and France, European Union, KFOR, UNMIK and EULEKS have been acting against the UN SC Resolution 1244  (the corresponding ignored decisions of UN SC Resolution 1244 are cited above), against the international law and against the Constitution of R Serbia, which they have been recognizing it, as follows:

• They disable to R Serbia to realize its sovereignty on Kosovo and Metohiya.
• They prevent R Serbia to protect its frontier to Albania, as well as to Macedonia and Montenegro bordering with Serbia along Kosovo and Metohiya.
• They prevent the police and military officers of R Serbia to return to Kosovo and Metohiya.
• They have not disarmed Shqiptars’ police and military army established by Shqiptars’ terrorists.

• They have been supporting, protecting, officially recognizing the formation of the new Nazi terrorist Shqiptars’ state under the deformed Serb name “Kosova”.
• They keep their double embassies on the territory of R Serbia: in its capital Belgrade and in the main city of Kosovo and Metohiya being a province of R Serbia: Prishtina.
• They accept, protect, and even support Shqiptars’ ethnic cleansing more than 300,000 Serbs from Kosovo and Metohiya (see the above ethnic map).
• They accept, protect,  and even support Shqiptars’  expulsion of the returning refugees to their homes at Kosovo and Metohiya, for which see:

7. What are differences between US official policy and Hitler’s, between US governing oligarchy and the Soviet`s ?

Hitler`s goal was to occupy Europe at first, to enslave non-German peoples considered as the second or the third graded race that had to work as slaves for his German/Austrian people. He used the military power to realize his goal. He organized unprecedented crimes. He grabbed Kosovo and Metohiya from Serbia.  Under his Protection the Nazi Shqiptar`s Government was created therein 1941-1945. More than 150,000 thousands of Serb individuals or families were expelled from Kosovo and Metohiya. More than 100,000 thousands of Shqiptars individuals or families settled then at Kosovo and Metohiya. Hitler admitted all Shqiptars’ Nazi crimes against the Serbs.  It was his revenge to, and punishment of, Serbs for rejecting pact with him March 27, 1941 and for their beginning the first fighting against his army in Yugoslavia.

One difference between Hitler`s occupation of Serbia and separation Kosovo and Metohiya from Serbia and what US Government led NATO, UNMIK, KFOR, EULEKS have been doing against the Serbs and Serbia is that the latter have been bombing Serbia, grabbing Kosovo and Metohiya from Serbia, ….. , all explained above, in spite the Serbs were allied people who has not been threat to any other people, in spite Serbia was a peaceful country without any intention to fight any other country, hence without an intention to attack USA, Great Britain, France, …., Albania.

The primary US goal is to subject all other peoples and countries to US own power. The goal that none of prime ministers, presidents, kings, tsars, pharaohs, did not succeed to achieve. The US Government is completely convinced that with its military power and with its political and economic algorithm will succeed. If it happened then it would mean that immigrants from all peoples around the world to USA succeeded to enslave their peoples.  What a happiness – for whom? For the Americans? As far as I know the Americans it is not in their nature, it is against their soul, solidarity and feeling for justice and truth.

Another difference comes out from the fact that Hitler needed free military passage through Serbia and Greece towards Near East and North Africa. The USA Government, NATO, Governments of Great Britain and France needed the natural sources of Serbia, in particular from Kosovo and Metohiya being very reach in special minerals (such as that for space vehicles taken in Kosovo and Metohiya, prepared in France and delivered to the USA), and the military basis for the US Governments’ military plans related, not only to Near East, but also related to Russia.

Does only the US Government has the right to punish terrorists? To do that even in other countries according to its own evaluations, in spite false information delivered to the US Government? In spite its false information to the Americans? To do that even without any official request for help from the Government of the corresponding country? Without the UN SC Council permission? The replies are NO, but the US Governments have demonstrated that, despite they break UN Charter, the international law and the Constitution of the corresponding country, they can and may do that because they cannot lose anything as one of US leaders claimed to justify the bombing of Serbia and Montenegro.  He did not understand that USA has been losing a lot. It is not immediately obvious, but when it becomes very obvious to the Americans it could be too late for USA.

 

8. Sorrow for the Americans

My sorrow is deep for the American people.  The Americans have been subjected to the US Governments’ lies, false propaganda and unjustifiable wars destroying the US leadership of the free, democratic and peaceful world. Since 1991 the US Governments have been betraying the great US Presidents Roosevelt, Truman and Eisenhower, and the brave, noble and patriotic American soldiers fighting against Nazism in order to liberate peoples around the world. They established the USA at the top of the free democratic world as its leader.  Unfortunately, the ambition of the US Governments to impose itself on the whole world in a terrorist military manner by arming unsatisfied groups of people in any country, which is ready to obey all demands of the US Government, and then by creating an enormous false propaganda against the legitimate Government of the country, instead of proposing a democratic referendum on the people’s faith in and support to the Government.  That is how the US Governments have been destroying the country’s prestige of the democratic world leader.  My sorrow is deep for the Americans being enslaved in that way by their own Government and used by financial, industrial and political oligarchy.

The US oligarchy interests are completely materialistic, which is the characteristic also of the communist oligarchy. The used means might be sometimes different. The essence is the same. The US oligarchy enslaved the USA people by supplying them with false information and by governing media in the USA. The strong propaganda as in communist countries. The US Governments prefer the servant dictator following US Government demands than a free democratic leader in another country.

9. Proposal for the fair solution and for the USA Government to regain the world democratic peaceful leadership

A solution to be fair should be honest, by taking into account all facts – the truth, humanity, human and peoples’ equal rights, conditions for secure and prosperous life, the need for peace, history – past, and the actual situation.

I take the freedom to propose the full realization of the UN SC Resolution 1244 demands:

• The re-establishment of the sovereignty of R Serbia on Kosovo and Metohiya.
• The permission to R Serbia to protect its frontier to Albania, as well as to Macedonia and Montenegro, bordering with Serbia along their boundaries with Kosovo and Metohiya.
• The permission to the police and military officers of R Serbia to return to Kosovo and Metohiya.
• The withdrawal of all foreign embassies from Kosovo and Metohiya – from Prishtina in three months.
• The dismissal of all institutions of the proclaimed Shqiptars occupational “State of Kosova”.
• The full disarmament of Shqiptars’ police and military army (established by Shqiptars’ terrorists) in three months.
• The equal rights to all citizens of R Serbia. All of them are obliged to obey the Constitution and the law of R Serbia.
• All Shqiptars’ immigrants to Serbia – Kosovo and Metohiya, who were not criminals can rest therein as legal immigrants according to the international law and law of R. Serbia and may apply for the citizenship of R Serbia after five years of their continuous life at Kosovo and Metohiya since the date of the acceptance of this proposal.
• All persons suspected to be criminal will be judged by the international court if they are not citizens of R Serbia; if they are then they will be judged according to the Constitution and the law of R Serbia.
• The full withdrawal of UNMIK, KFOR and EULEKS from Serbia – Kosovo and Metohiya in four months.
• The full disarmament of the US military basis Bondsteel in six months.
• The safe return of all expelled refuges to their homes and properties in Kosovo and Metohiya.
• The return in three months of all goods and properties to the persons/institutions who/which were their proprietors before March 24, 1999.

10. Message to President OBAMA

Your Excellency President Obama, you have enhanced the foreign politics of your predecessor President CLINTON, rather than to make CHANGE as you promised before you first election for the USA President. You have still available one year to do that and to justify the Nobel Prize for Peace honored you at the beginning of your first mandate. Otherwise, I hope it will do the new US Government for the goodness of the Americans and the whole free democratic world, consequently for the fairness to the Serbs and Serbia.
